REASONS TAXPAYERS HAVE FOR NOT FILING TAX RETURNS:

Some, but not all, taxpayers do not take the idea of filing their tax returns seriously. Some taxpayers are led astray but con men who promote the idea that the IRS does not have the authority to collect taxes. They do. Some other taxpayers have ego and attitude problems that prevent them from doing what is the responsible thing. Some taxpayers think they are over taxed and others simply think they do not have to pay taxes and if they are caught, they will "beat it.".

Then there is the taxpayer who just are overwhelmed by the entire process. Some taxpayers, simply, do not know how to fill out a tax return. Some taxpayers do not file their tax returns because of financial or emotional reasons. You, the struggling taxpayer,  may not have filed your tax returns because you missed a filing deadline due to personal issues. You may have been going through a divorce or you may have had health problems. Whatever your particular reason for being delinquent in filing your tax returns or handling your back tax debt, it really needs to be your highest priority.

THE IRS WILL FIND YOU. NON-FILERS ARE AN IRS PRIORITY.

A Substitute for Return is not a tax return at all. It is tax bill and it gives the IRS the legal authority to seize your assets. Failure to file your unfiled tax returns is considered to be tax evasion and the the IRS takes it seriously.

VOLUNTARY DISCLOSURE - IRS POLICY:
  • The IRS will allow a taxpayer to submit the missing tax returns so they may avoid criminal prosecution. The missing, unfiled tax returns must be completely accurate. This is extremely important. If you file tax returns that are full of errors, the chance of criminal prosecution is heightened. 
  • It is always best to voluntarily inform the IRS of your failure to file. The IRS will want to know that your income has been from legal sources.
  • It is important to file your correct tax returns, arrange a payment agreement or plan for resolution and make full disclosure before finding out that you are under criminal investigation.
  • Always have an experienced tax professional handle this entire problem. Do not "go it alone."

The IRS will use their computer software programs such as the IRS Information Reporting System (IRP) to match up your W-2's and 1099 information. If you are on Social Security, Social Security Disability (SSDI) or receiving a Veteran's check, the IRS computer will "talk" to the Financial Management System (FMS) computer. All federal checks go through FMS.
